Minnesota's 2017 Legislative Session Wrap Up

Once the special session adjourned and the Governor signed bills, much happened at the State Capitol that will impact affordable housing in Minnesota.  Minnesota NAHRO provides a funding summary below to help you keep track of what happened in St Paul.

DEED Funding

  • Minnesota Investment Fund - $12,500,000 in both 2018 and 2019 from the General Fund (increase from original bill)

  • Job Creation Fund - $8,500,000 in both 2018 and 2019 from the General Fund (increase)

  • Redevelopment Fund - $0 in both 2018 and 2019 from the General Fund (eliminated in final bill, no $ at all; down from $1.5 million a year in original Senate bill)

  • Workforce Housing - $2,000,000 in both 2018 and 2019 from the General Fund (decrease by $1 million per year)  

Housing Finance Agency Appropriations

  • Challenge Program - $14,925,000 in both 2018 and 2019 from the General Fund (increase)

  • Housing Trust Fund - $13,396,000 in 2018 and $11,646,000 2019 from the General Fund (increase)

  • Rental Assistance for Mentally Ill - $4,088,000 in both 2018 and 2019 from the General Fund (same)

  • Family Homeless Prevention - $8,769,000 in 2018 and $8,519,000 2019 from the General Fund (increase)

  • Home Ownership Assistance Fund - $885,000 in both 2018 and 2019 from the General Fund (same)

  • Affordable Rental Investment Fund - $4,218,000 in both 2018 and 2019 from the General Fund (same)

  • Housing Rehabilitation - $6,515,000 in both 2018 and 2019 from the General Fund (increase)

    • $2,772,000 each year is for the rehab of owner-occupied housing (same)

    • $3,743,000 each year is for the rehab of eligible rental housing (increase)

  • Manufactured Home Park Infrastructure Grants - $0 in both 2018 and 2019 from the General Fund (one time appropriation) (this has been removed from the final bill, no money for manufactured home park infrastructure grants)

  • Homeownership Education, Counseling, and Training - $857,000 in both 2018 and 2019 from the General Fund (same)

  • Capacity-Building Grants - $645,000 in both 2018 and 2019 from the General Fund (same)

    • $125,000 each year is for support of the Homeless Management Information System (same)

Bonds for Affordable Housing

  • $10M general obligations bonds for public housing rehab (POHP)

  • $35M Housing Infrastructure Bonds new authorization

  • $20M Housing Infrasturcture Bonds from 2014-2015 reauthorization

  • $12M for Dorothy Day phase two
