Under the general supervision of the Director of the Housing Choice Voucher Program (HCV)this position assists the Director in performing highly responsible managerial functions in planning, administering and monitoring the HCV program, the Moving to Work (MTW) initiatives established for the program, and any HUD related requirements, including Fair Housing, ADA/504 and Violence Against Women Act (VAWA). Directly supervise the Portability, Special Allocations and the HCV Quality & Technical Specialist functions. Has direct oversight of Community Services for Family Self Sufficiency (FSS) and Mobility, Inspections, Community Outreach and MTW initiatives. Contributes to the direct supervision of key program components including, but not limited to; Admissions and Continued Occupancy, FSS, Monthly Housing Assistance Payments to Owners and Program Integrity, including Rental Integrity Monitoring, Program Violations and Terminations, and Criminal Records Management. Through direct supervision of staff performance, the Assistant Director assures compliance with Section Eight Management Assessment Program (SEMAP) or alternative benchmark indicators. Works with Policy and Innovation staff, on implementing MTW changes, fostering partnerships with outside entities and internal departments to creatively advance the use of vouchers in the region. Assumes full responsibility for the department in the absence of the Director.
