Executive Director - North Iowa Regional Housing Authority

The North Iowa Regional Housing Authority (NIRHA) is seeking a qualified individual for the position of
Executive Director. NIRHA serves an eight county region in northern Iowa. The Executive Director is
responsible for managing 121 public housing units, and also administering the Housing Choice Voucher
Program.

The Executive Director serves at-will and is accountable to the Board of Commissioners. The Executive
Director assumes full responsibility for all agency services. Duties include supervision of a small office
and maintenance staff, ensuring compliance with Federal, state, and local laws and regulations,
developing policies, evaluating capital fund needs, monitoring financial operations, managing budgets,
and submitting required reports to HUD.

Eligible applicants should possess a bachelor’s degree in public administration, finance or accounting,
human resources, or a closely related field. The successful candidate must demonstrate a sound
working knowledge of housing regulations and have five or more years of housing related experience.
Preference will be given to applicants with two or more years in a supervisory role or experience as an
Executive Director of another public housing agency. An equivalent combination of experience or
education may also be considered. The position requires strong written and verbal communication skills
and the ability to work with the general public. Applicant should possess (or be able to obtain within 18
months) certification from an approved Public Housing or Housing Choice Voucher managerial program.
A competitive compensation package will be offered. Salary is commensurate with experience and
education. Criminal background check and drug testing are required.
